Transition Authority is to blame for the recurring hiccups in devolution, the
Commission for the Implementation of the Constitution has said.
Appearing
before the Parliamentary Committee on Constitution Implementation Oversight
yesterday, the two commissions engaged in a war of words on the transfer of
functions to the counties.
The two
agencies differed on whether costing and unbundling of functions had been done
properly before being transferred to the counties.
The CIC
accused TA of failing in its functions by not preparing satisfactory reports.
However,
the TA defended itself, saying the CIC has never raised an issue with the
monthly reports submitted to them.
CIC
commissioner Peter Wanyande accused TA of laxity, which has resulted in the
push for a referendum by Cord and the Council of Governors.
TA
chairman Kinuthia Wamwangi defended his office, saying the TA has devolved
functions to the counties as expected by law.
He said
since last year, the TA has been working to ensure all the functions in
Schedule Four of the constitution are devolved.
